Shea Weber Gets A Fine Instead Of A Suspension?

Shea Weber of the Nashville Predators was fined $2500 for a hit to the head of Detroit Red Wing’s forward Henrik Zetterberg. The hit was clearly intentional and absolutely gutless. Weber did not receive a hearing nor was he suspended.

Instead Brendan Shanahan felt a fine would be enough. How does Shanahan determine his punishments? I mean John Tortorella was fined $20000 for just talking bad about Sidney Crosby but Shea Weber intentionally hit Henrik Zetterberg‘s head and he gets basically nothing. I don’t understand the logic here. This is hockey not wrestling. If you are going to punish players then you should do it fairly and consistently.
